The United States Submarine USS Cisco (SS 290) was assigned to combat operations in the Sulu Sea west of Mindanao in the Philippine Islands. On September 28, 1943, the USS Cisco went missing and was never heard from again. Petty Second Class Donald B. Abrams and the entire crew were first declared Missing in Action. Naval reports listed the USS Cisco as follows: Lost at Sea, Presumed sunk by enemy bombs and depth charges. Japanese records discovered after the war reported a large oil slick in the Sulu Sea on September 28, 1943. Assuming an American submarine was in the waters of the Sulu Sea, they bombed the area and also called in ships to drop depth charges. The USS Cisco and its entire crew were declared Missing in Action and on January 8, 1946, all crew members of the USS Cisco were declared Presumptively Dead. Petty Officer Second Class Donald B. Abrams and the entire crew received the Purple Heart posthumously for their actions on September 28, 1943. This narrative was submitted with the enrollment form.
